The Western High-Speed Diameter project took another step forward when the Russian government announced that the international consortium Magistral Severnoi Stolitsy, or MSS, won a tender to build a segment of the toll road in the city of St. Petersburg.
The consortium, which is led by VTB Capital, includes:
• Russia’s Gazprombank
• Italy’s Astaldi
• Turkey’s Ictas Insaat.
MSS will be responsible for the development of an 11.5-kilometer section of the toll road, including the construction of three bridges and a tunnel. The segment is expected to cost 120 billion rubles ($4.2 billion), with the consortium providing 70 billion rubles ($2.4 billion) and the federal government covering the balance.
As part of the agreement, MSS will run the central section of the highway for 30 years and will be able to set toll prices, as long as they abide by the toll maximums established by city of St. Petersburg officials last April. While prices have not yet been announced by the consortium, it expects to earn 9.67 billion rubles ($336.2 million) annually in operation costs.
The High-Speed Diameter Road is the first toll road for the city of St. Petersburg and will connect the city’s southern districts with the sea port, the western part of Vasilyevsky Island and the Primorsky district. Once completed, it will be a mostly 8-lane roadway spanning 46.6 kilometers.
