On December 7 during the Russia-EU Summit in Brussels, President Medvedev and EU leaders agreed on an “action plan” to implement the “modernization partnership” that was launched earlier this year. The initiative will provide a structure for specific projects to help modernize Russian and European “economies and societies.” A similar partnership was launched between Germany and Russia in 2008.
